August 13, according to Sky Sports reporter Keith Downie, Newcastle is indeed negotiating Jacob Ramsey's transfer.
KeithDownie wrote on social media: "Newcastle is indeed negotiating Jacob Ramsey's transfer. Yesterday there was news that they were considering contacting players, but the negotiations were suspended, but they restarted today."
